翻译思路：

legislation应该是“建议立法案，议案”。因为不太精通美国立法情况，所以，最准确的翻译到底是“建议立法案、法案、议案”，我还没有特别大的把握。
Washington D.C.华盛顿特区，这个好理解，美国的国会大厦所在地。所以这里用Washington D.C.来代表国会。
