01 It's up to sb.
口语常用，表示someone can decide about something，某人可以自由决定某件事。
You can pay weekly or monthly. It's up to you.
您可以按周支付，也可以按月支付，您自由决定。
Why are you telling her what to do with her money? It's up to her.
你干嘛要教她怎么花钱？她想怎么花怎么花。
02 It's sb's call.
口语常用，表示someone should be the one to make a decision about something，某一件事由某人做决定，和01意思一样。call在这里表示decision。
I don't really mind where we eat tonight; it's your call.
今晚在哪吃我都行，你决定。
I'd go for that blue carpet, but it's my wife's call.
(如果是我选) 我会选那张蓝地毯，不过我老婆说了算。go for是choose的意思，选择。
03 sb calls the shots.
call the shots表示to be in charge, to be in a position to tell others what to do，管事的人，有权决定做某事的人。
这个俚语有几个可能的起源，我觉得最好理解的起源是和军事射击有关，call the shots就是发号施令让大家射击。
注意这个短语和上边两个不一样，上边两个是指一件特定的事或者某个选择由某人说了算，比如晚饭吃什么，看什么电影，而call the shots表示某人是管事的人，也就是所有事情都由某人决定，比如公司大小事老板说了算。
Our team might have great ideas, but in the end, the boss calls the shots on big projects.
我们团队可能有些好点子，但最后大项目还是由老板说了算。
Maria calls the shots in this department, so you might want to check with her before changing anything.

you (don't) want to do sth这个用法很有意思，字面意思是“你 (不) 会想做某事的”，一般用来提建议或提醒某人，接近中文说的“我觉得你最好做/别做某事”。

04 sb has the final say.
表示someone has the authority to decide how something is done or happens，能决定事情要不要做，应该怎么做，最终话语权。
say在这里是不可数名词，表示the right to give an opinion，发表意见的权利，have some/no say in sth. 在某事上有/没有话语权。
I can put in a good word for you, but the manager has the final say.
我可以帮你说好话，但最后成不成经理说了才算。put in a good word for sb表示to to say positive things about sb，说某人的好话。
Mom always has the final say on family holidays.
我们家度假怎么安排都是妈妈说了算。
The workers had no say in how the factory was run.
工人们对工厂如何经营没有发言权。
