on是上,up也是上,那be on to和be up to是一样的意思吗?

My life has been full of terrible misfortunes most of which never happened.
be on to
Sarah suspected that her roommate was hiding something from her. She decided to investigate further and soon enough, she was on to the truth. Her roommate had been secretly borrowing money without asking. Confronting her calmly, Sarah said, "I know what you've been up to. Please be honest with me from now on." The roommate was shocked that her deception had been discovered, but she promised to come clean from that moment onward.
